About Old Town of Ulcinj above the Sea

Ulcinj is the southernmost town of Montenegro, close to the Albanian border, and most of its people are ethnic Albanians. Its old town stands on a cliff above the Adriatic, surrounded by walls, with mosques and Venetian houses inside. For centuries Ulcinj was a base for pirates, and a long-told story says that Miguel de Cervantes was held captive here, though historians doubt it. South of the town stretches Velika Plaža, a sandy beach about twelve kilometres long. This photo shows the old houses on the rocky headland above blue water.

Puzzle tip: start with the white houses on the headland, then fill the rocks below and the blue sea and sky.
