About Eiffel Tower under Storm Clouds, Paris

At about 330 metres, the Eiffel Tower is still the tallest structure in Paris. It is made of more than 18,000 wrought-iron parts held together by some two and a half million rivets, and it is repainted by hand about every seven years. On a stormy afternoon, the dark clouds behind it make its lattice of iron stand out even more sharply.

Puzzle tip: the tower itself is the only straight line in the picture, so start there; the clouds are best sorted by light and dark.
