About Ancient Ruins by the Sea at Caesarea

Caesarea was built by King Herod the Great between about 22 and 10 BC and named in honour of the Roman emperor Augustus. Its harbour, Sebastos, was one of the largest of its time, built out into the open sea with concrete that hardened under water. The city had a theatre, a hippodrome for chariot races and a long aqueduct that brought water from springs at the foot of Mount Carmel. Later it became a Crusader town, and the waves of the Mediterranean now break among its ruins, as in this photo.

Puzzle tip: the stone ruins have more detail than the water, so start with them; the waves and sky come last.
